Help idenitfy thief

I am seeking information that proves the identity of the person in the picture. This person is a thief and a scammer specializing international  internet romance dating scams that also involves money laundering.

WHY THIS THIEF NEEDS TO BE IDENTIFIED:

This thief pretended to be another person and is involved in dating site scams and international money laundering.  I have iron-clad proof.  She may or may not  be living in Mexico possibly the Tapachula area but that is not a guarantee. She could be anywhere.
